Fix builds post-release of PHP-8

Since the release of PHP-8 builds of imagick have broken. There are two sub-issues here:

  • Version strings passed through build-args are not working.
  • Imagick should build for PHP-8, but possibly not the version available through PECL; the build process needs updating.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
