S3 for Uploaded Files

Remove the need for persistent data storage on the host by offloading all user-uploaded media to an S3 instance.

• Add S3-Uploads (plugin)
  • Make the plugin Must-Use?
• Ensure already existing media gets migrated
• Support CDN endpoints
• Disable startup update check if plugin not used
