Stop attempts to scan for xmlrpc.php at the frontend

Reduce overhead and logging clutter by stopping scan attempts for /xmlrpc.php at the frontend. There may be some other annoyances that could be treated the same way.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
