- Filter negotiation: kilter.service.options decorators can be used to
  negotiate specific protocol speed-up options, and request macros.

Fixes:

- GH-1: broken message indexes in Session.headers.delete(),
  Session.headers.update() and Session.header.insert()
- Missing headers after modifying a header
- Header data released while filters may try to access it
