dropbear: factorize the 'depends on BR2_PACKAGE_DROPBEAR' 



Enclose all dropbear sub-options into a 'if BR2_PACKAGE_DROPBEAR'
... 'endif' block rather than having 'depends on BR2_PACKAGE_DROPBEAR'
for each option.
