Revert r24952 (BR2_TARGET_TEST_PACKAGES)

As discussed on the list. It is already out of date
(BR2_TARGET_UBOOT_2009_01_RC3, BR2_PACKAGE_RAIDTOOLS), is the wrong solution
and breaks the make allyesconfig; make menuconfig / sed workflow.
